You are of course right that we shouldn’t jump to any hasty conclusions. Just a hypothesis: Beijing wouldn’t want to link Shanghai and Kunming to the Olympics out of fear of creating a panic mentality. These weren’t, after all, successfully thwarted. Fine line to walk between winning western sympathy and risking the appearance of being unable to keep a lid on terror despite enhanced security nationally.
