		<description>You are of course right that we shouldn&#039;t jump to any hasty conclusions. Just a hypothesis: Beijing wouldn&#039;t want to link Shanghai and Kunming to the Olympics out of fear of creating a panic mentality. These weren&#039;t, after all, successfully thwarted. Fine line to walk between winning western sympathy and risking the appearance of being unable to keep a lid on terror despite enhanced security nationally.
